Government mulls execution of rotatory headship in medical, dental colleges across Haryana

The state government is contemplating the execution of rotatory headship (appointment of head of department by rotation) in the Post Graduate Institute of Medical Sciences (PGIMS), Post Graduate Institute of Dental Sciences (PGIDS) and other government/aided medical/ dental colleges in the state.
The Department of Medical Education and Research (DMER), while referring to a letter from the Chief Secretary’s office, has sought the draft of rules in this regard from the University of Health Sciences (UHS) here. It has also asked the UHS authorities to provide a comparative table of the existing and proposed provisions with full justification along with a complete set of existing rules in government and government- aided medical/dental colleges, sources said.
The sources claimed that the demand for rotatory headship had been raised by faculty members of the PGIMS, Rohtak, for a long time as they were unable to become head of their department despite having a long experience due to no provision for rotatory headship.
A senior doctor at the PGIMS claimed that the draft of rules had been sought to implement the rotatory headship in the PGIMS/PGIDS and other medical/dental colleges after getting its approval from the Haryana Legislative Assembly.
“A proposal to start rotatory headship at the UHS and its constituent colleges was passed by the university’s Executive Council (EC) some years ago. It was also sent to the Governor for approval. As per the proposal, the faculty members who had remained heads of their respective departments for three years or more were to be replaced by the faculty members next to them in seniority but the proposal has not yet been executed,” he said.
“Currently, the headship is not being given as per rotation in the UHS and the PGIMS. However, a letter in this respect has recently been received from the DMER. The letter has been sent to Registrar, UHS,” Dr Anita Saxena, Vice-Chancellor, UHS, told The Tribune.
