To streamline property document processing and enhance transparency, the Haryana Revenue and Disaster Management Department has introduced a First-In First-Out (FIFO) system for document approval across the state.

Financial Commissioner Revenue and Disaster Management Sumita Misra said the move ensures that citizens receive services “in a systematic and time-bound manner.” She shared the update after a virtual meeting with Deputy Commissioners to review the progress of ongoing departmental programmes.

Explaining the new mechanism, Misra said registrar offices will now process applications strictly in the order they are received.

Under the revised arrangement, the Registrar, Chief Registrar and Sub-Registrars will approve documents one by one, ensuring that older applications are processed first.

This, Misra said, “eliminates any possibility of bias or undue delay in the verification process” and brings “much-needed transparency to the entire procedure.”

She said, “The FIFO system addresses long-standing concerns about processing delays and brings unprecedented transparency to our operations. Citizens can now be assured that their applications will be handled systematically, with clear accountability at every stage.”

Alongside FIFO, the department is launching a new ‘View Jamabandi’ feature on its portal, which will allow officials to directly access verified land records from the state revenue database. Citizens will no longer need to upload large Jamabandi files, often running into 400-500 pages, which had been straining server capacity.

Misra said the upgrade solves a major problem in the current system, allowing officials real-time access to authenticated land records, improving accuracy and speeding up verification.

The new feature is expected to benefit citizens in low-bandwidth areas and conserve critical server resources, while reducing risks associated with outdated or manually uploaded records.

Officials reported significant progress in document approvals, stating that out of 16,912 applications, 15,577 registries have already been cleared —an approval rate of 92.1%.

Dr Misra said the department has addressed all systemic challenges and issued a warning against any attempts to derail the reforms. “Harshest action will be taken if anyone is trying to sabotage any system,” she cautioned.

To ensure smooth statewide implementation, the department will conduct technical workshops in Gurugram and Faridabad tomorrow. These sessions will include live demonstrations of the registration token system to improve technical proficiency and eliminate procedural bottlenecks.
