The earlier order, issued on April 22, apparently violated the Supreme Court guidelines and the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, governing the protection of the victim's identity. It named the victim, who levelled allegations against the officer 15 times.

Hemant Kumar, an advocate of the Punjab and Haryana High Court, had shot off a representation to the Governor, Chief Minister, Haryana Human Rights Commission and Haryana State Commission for Women, alleging “clear violation of Section 16 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
