Haryana Govt orders hiring through portal, civic body still outsourcing workers

Despite a notification by the state government to implement the process of hiring employees through the Haryana Kaushal Rojgar Nigam Limited (HKRNL), the practice of outsourcing still prevails in Haryana Shahari Vikas Pradhikaran (HSVP).
Though the HSVP had outsourced the contract of cleanliness and sweeping work for one year (between January 2020 and January 2021), it has been continuing till date, with no directions from the authorities concerned to switch to the HKRNL portal, according to sources in the department.
“The wages given to workers hired through the contract were not only low in comparison to the wages under the HKRNL system, but it has also been a cause of financial loss and poor work due to various irregularities,” alleges Ajit Chidaliya, president, HUDA Public Health Employees Union.
He said the failure to provide information sought under the RTI Act regarding details of the contract allotted by the department pointed towards the alleged irregularities. The Union is staging a protest to seek an end to the contract system.
The letters written by Estate Officer, HSVP, to the Chief Administrator, HSVP, Panchkula, seeking clarification regarding the continuation of ongoing contract system, states that the tender work of sweeping and cleaning of roads and open spaces in various sectors of the Urban Estates of Faridabad, Palwal, Hathin and Roz–ka-Meo of Nuh district had been allotted to a private company vide memo 31-01-2020 till 30-01-2021. “However, the said tender has been kept continued till now as per the then administrative approvals, it is therefore requested to kindly examine the matter and, if necessary, directions may please be given to this office whether the said manpower could be ported to the HKRNL as per the directions of the Chief Secretary letter dated December 5, 2022,” says the communications sent on January 12 and March 4.
Subhash Lamba, national president, All India State Government Employees, has sought a probe into the matter. Siddharth Dahiya, Estate Officer, HSVP, said directions from the head office regarding porting to HKRNL were awaited.
