Haryana Govt withdraws letter putting on hold hiring in universities

Reconsidering its decision, the state government has withdrawn its letter dated July 20, directing the state universities to put recruitment of teaching and non-teaching employees on hold until further orders.
It also asked the university authorities to follow the standard operating procedure (SOP) with regard to all recruitment in letter and spirit.
A communique was issued by the Department of Higher Education (DHE) on July 20 to all Vice-Chancellors saying, “It has been decided to put all the recruitment processes, irrespective of the stage it has attained, in the universities of Haryana on hold. Registrars of the respective universities will personally ensure status quo on all ongoing processes until further orders.”
The development has come as a relief as many universities were in the last leg of the appointment process.
“Around 50 per cent posts of teacher are vacant in MDU. The process was under way to fill 140 vacant posts when the government put recruitment on hold a fortnight ago. No regular teacher is available in four departments while a regular teacher is employed in four others. Now, the university will be able to resume the recruitment process that had reached the screening stage,” said an MDU official, adding that acute shortage of teachers was adversely affecting academics.
As per the SOP, the university will share the details of the posts to be advertised, i.e. name of the post, date of vacancy, date of government approval and the roster point verified by the District Welfare Officer, and submitted to the observer concerned.
“The draft of the advertisement, along with the eligibility conditions for interviews as per laid down procedure will also be submitted to the observers. The observers shall check all the documents, and after verification, approve or disapprove the process citing reasons/ justification within two days with a copy to the state government. After approval, the university will issue advertisements and conduct interviews as per the selection committee composition enshrined in the respective Act of the university,” stated the SOP.
Dr Vikas Siwach, president, Haryana Federation of University and College Teachers Association (HFUCTO), said the government had put the recruitments on hold in universities on the demand of HFUCTO after the latter complained of irregularities in the ongoing process of appointments. “Since the government has rolled back its decision, we have called a meeting of the HFUCTO tomorrow to decide next course of action.”
Selection process on
Many universities, including Maharshi Dayanand University, Rohtak, and Dr BR Ambedkar National Law University, Sonepat, were at different stages of the recruitment process for the posts of teaching and non-teaching staff.
