The Hisar police have booked four persons, including former leader of the Bajrang Dal Kapil Vats, a YouTuber, Vipin Khurana, and another person, Surender Soni, on the charge of attempt to incite riots and spoiling the social fabric by making provocative comments into an incident that occurred on September 1.

The police registered the FIR on September 7 under Sections 196 (1), 299 and 3 (5) of the Bharatiya Nyaya Sanhita against four persons, including three named and one unidentified person on the complaint of Prashant, a resident of Shiv Nagar in Hisar. Prashant had lodged a complaint at the City Police Station. He named YouTuber Vipin Khurana, former Bajrang Dal leader Kapil Vats and Surendra Soni in the complaint. The police, however, kept the FIR off the media glare which was disclosed today.

The complainant alleged that the accused had made hate remarks against a particular community after a severed head of a calf was recovered under a tree at Padav Chowk in Hisar. The complainant said that the accused had made such remarks without any evidence to back their allegations.

The police spokesperson said they had registered the case after getting the complaint and started an investigation into the matter. There have been no arrests in the case as of now, he said.
