Hooda slams BJP for hiring outsiders
Former Chief Minister Bhupinder Singh Hooda has accused the BJP of deliberately recruiting people from other states in Haryana, even as the state remains the top in the country for unemployment. Hooda expressed concern that the youth of Haryana, who need these opportunities the most, are being sidelined.

Reacting to the recent recruitment of Assistant Engineers by the Haryana Public Service Commission in the Irrigation and Water Resources Department, Hooda pointed out that although 100 candidates were recruited overall, it is surprising that “28 people from other states were recruited on 42 general category posts.” He added that just a few days ago, in the recruitment for Ayurvedic Medical Officer posts, more than half of the positions were given preference to outsiders rather than Haryana youth.
Hooda stressed that this pattern is not new. “The same game has been played in many recruitments — from SDO positions in the electricity department to lecturers,” he said. He further elaborated that while many BJP-ruled states are busy formulating rules to prioritise local candidates — by emphasising state-specific general knowledge and mandating local language proficiency — the Haryana Government appears to be “constantly moulding the rules in ways that more and more people from other states can get jobs.”
He noted, “The general knowledge of the state has almost been eliminated from the recruitment paper. The rules of domicile have also been relaxed and the condition of 15 years has been reduced to 5 years, which means that now any person can easily get the domicile of Haryana. Along with this, they can also get jobs not only in the general category but also in the reserved category.”
Hooda further criticised the BJP government, which came to power promising 2 lakh permanent jobs. “The government is not even able to conduct CET. Meanwhile, when the results of the few pending recruitments are released, there are more people from other states than Haryana youth in them. This is a direct tampering with the future of the youth of the state. Congress will raise its voice against this and this issue will also be raised in the Assembly,” he asserted.
