Former Haryana Chief Minister Bhupinder Singh Hooda criticised the BJP government, accusing it of neglecting public welfare and failing to utilise development funds effectively.

“The BJP is only busy enjoying power and has no concern for public or development work,” Hooda said. He alleged that the government had not spent over 90% of the Rs 400 crore allocated under the D-Plan for development in urban and rural areas.

“It is unfortunate that only 9.20% of the allocated amount was utilised. In districts like Mahendragarh, Rohtak and Jhajjar, not a single penny was spent. Sirsa saw only 0.66% expenditure and Hisar just 1.57%. Overall, the government spent only Rs 36 crore out of Rs 400 crore, leaving 90% of the funds on the verge of lapsing,” he pointed out.

Hooda highlighted the dire state of public infrastructure across Haryana. “Hundreds of government schools lack boundary walls, toilets and drinking water. School buildings, hospitals and community centres are in disrepair. Playgrounds and public parks are drowning in filth, while many colonies in cities are deprived of water supply. The sewerage system is so broken that even a little rain causes floods in cities,” he said.

He argued that the D-Plan funds could have been used to resolve these issues. “If the BJP wanted, all these problems could have been solved with the D-Plan funds. But it did not do so and the people of the state are suffering the consequences,” Hooda stated.
