HSVP to complete recalculation of plot enhancement by Jan 31

The Haryana Shehri Vikas Pradhikaran (HSVP) has set a January 31 deadline to complete recalculation of additional price of residential plots on account of enhanced compensation.

Till March 31, the HSVP has allowed facilities, including occupation certificate, mortgage, approval of building plan, water/sewerage connection and electricity connection, for owners who have to pay outstanding enhancement charges. Sale/purchase of plots will not be allowed. Plot holders in HSVP sectors across the state have been served notices to recover Rs 2,488 crore as enhancement charges.

The HSVP Chief Administrator in a letter to zonal administrators and estate officers conveyed the decision last week. The order stated that the facilities, including occupation certificate, mortgage, approval of building plan, water/sewerage connection and electricity connection, were being allowed till the recalculation process was over.

Kuldeep Vats, state president of the All Sector Residents Welfare Association, said he hoped HSVP authorities will expedite the process to provide relief to affected plot holders. “We have met the Chief Minister six times in the last two years, but the officials are unable to implement the decision taken in the meeting with the CM. Now, I hope the HSVP authorities finalise the updated enhancement charges on the basis of the recalculation where the process has been completed,” he said.

Vats said the recalculation process had been hanging fire for about one year as the HSVP issued the notification on December 14, 2018 on the CM’s directions. “Residents and plot holders in the sectors are being wrongly imposed charges in the name of enhancement by HSVP authorities. They kept the notices on hold for about 10 years and then levied interest at the rate of 15% on the original charges leading to inflated charges. This is totally unjustified and wrong and the Chief Minister agreed to our demand following the meetings,” he said.
