In a first, XEN designated as Safety Officer to prevent power mishaps

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has appointed an Executive Engineer (XEN) as Safety Officer (SO) to ensure that no person or employee faces any harm due to power lines.

Residents can give information about vulnerable places through photos, videos, Google location or landmarks, name of subdivisions etc, on Safety Officer PC Meena’s (in pic) WhatsApp number ‘9050960500’. They may also inform him of broken poles, loose wires, transformer, meter box or current in any pole.

The Managing Director of the DHBVN, PC Meena, said here on Thursday that there should not be any threat to life or property. He said this was the first time that the DHBVN had designated an XEN as a Safety Officer.

A district administration spokesperson said recent observations highlighted the hazardous conditions of electrical assets at the residences of consumers, such as power lines, poles, transformers, feeder poles, meters and meter boxes installed on poles. These sometimes resulted in fatal and non-fatal mishaps.

Now, the XEN can be reached for any complaint and information about any kind of danger related to power lines. The spokesperson said any resident could give information about such a place by photo, video, Google location or landmark, name of subdivision etc, on the SO’s mobile WhatsApp number ‘9050960500’.

The consumers could also immediately inform about broken poles, loose electric wires, transformer, meter box or current in any pole, he said, adding that the DHBVN would respond immediately and get it repaired.

The MD said the shortcomings and faults of the system would be rectified according to area-wise responsibilities of the staff. They would launch an intensive safety campaign in the DHBVN over the next 15 days, he said.

The concerned area incharge had to regularly patrol all electrical assets and the designated feeder incharge had to maintain a monitoring book for regular maintenance of the system and its maintenance. The book would include all details of faults and deficiencies found in the system, besides GPS coordinates and name of feeder, transformer, area, etc.

The staff and SDO concerned must submit a certificate and patrolling record to the respective Superintending Engineer (SE) at the end of every month. The SDO would have to inspect and verify 100 per cent of the work done to remove the shortcomings of the system, he said.

The XEN would have to inspect and verify at least 25 per cent of the system and SE (Operations) would have to inspect and verify at least 10 per cent of the works at his/her end to make the entire system fault free.

The Chief Engineer (Operation) would prepare a consolidated report for the entire area that would be part of the agenda of the monthly meeting of the Directors for fatal and non-fatal accidents.

Meena stated that all personnel concerned would have to ensure their careful compliance to maintain the safety of electrical systems and prevent accidents.
