New HR management policy for government employees unveiled
Haryana Chief Secretary Dr Vivek Joshi has issued a notification introducing the Haryana Human Resource Management System (Administration) Policy. Effective immediately, the policy aims to streamline the management of state government employees through the upgraded e-HRMS 2.0 system.
This policy is designed to improve employee placements, transfers and postings while ensuring optimal resource utilisation. It will also maintain real-time employee data, enabling faster and more informed decision-making.
“The policy seeks to systematically manage the creation and alteration of sanctioned posts, placements, transfers and postings of officials, whether regularly recruited or contractual, in the public interest,” a government spokesperson said.
The policy aims to enhance public service delivery by optimising the use of government employees and ensuring up-to-date data on their terms and conditions of service.
The new system will apply to all Haryana Government employees, whether working on a regular or contractual basis, across various departments and organisations. The Human Resources Department (HRD) will act as the administrative body for the e-HRMS 2.0 portal.
“HRD will oversee the development, hosting and smooth operation of software modules on the portal. It will also ensure data safety and integrity,” the spokesperson added.
This policy reflects the government’s commitment to leveraging technology for efficient human resource management while benefiting employees and the public alike.
