On Haryana Day, CM unveils paperless registry system, Lado Lakshmi Yojana

At a press conference, Chief Minister Nayab Singh Saini released Rs 2,100 each to 5,22,162 eligible women beneficiaries under the scheme, totalling Rs 109.65 crore.

“This step towards women’s empowerment is not merely a government scheme; it represents the transparent policy and sincere intent of the double-engine government committed to social transformation,” the CM said.

Saini informed that the Deen Dayal Lado Lakshmi mobile app was launched on September 25, marking the 109th birth anniversary of Pandit Deen Dayal Upadhyaya. Till midnight of October 31, 2025, a total of 6,97,697 women had applied through the app — 6,51,529 married and 46,168 unmarried. Significantly, within just 24 hours between October 30 and October 31, the government received around 37,735 new applications.

Explaining the eligibility criteria, the Chief Minister said that women aged 23 years and above, belonging to families with an annual income below Rs 1 lakh, could avail themselves of the benefit. A unique aspect of the scheme is that all eligible women within a household can apply. The process is transparent, simple, and completely online, allowing women to submit their forms anytime and from anywhere through the Lado Lakshmi app.

He said once the application is submitted, the verification process is completed within 24 to 48 hours. Eligible applicants receive an SMS notification requesting them to re-login and upload a live photograph on the app. This triggers instant e-KYC verification through the Aadhaar database, after which the SEWA Department issues a ID for the beneficiary.

As of midnight on October 31, out of the 6,97,697 total applicants, 5,22,162 women were verified as eligible and sent congratulatory SMS messages. Among these, 3,96,983 women had already completed the Aadhaar KYC process, while 1,75,179 were still pending verification at that stage. Today, financial assistance of Rs. 2,100 each was directly transferred to the bank accounts of all 5,22,162 eligible women beneficiaries.

Launching the paperless registry system, Saini informed that the initiative was first started in the Ladwa tehsil of Kurukshetra district on September 29, and has now been expanded to the entire state. From September 29 to October 31, 2025, a total of 917 paperless registries have been successfully completed, demonstrating the success of this system.

He said the system will relieve citizens from the decades-old, complex registry process and will eliminate unnecessary delays in registry-related work. Citizens will now be able to complete most of the procedures from the comfort of their homes — they will only need to visit the tehsil once for photo verification.

The paperless registry will save both time and resources while curbing any scope for corruption.
