Chandigarh, July 27
The Haryana Government has constituted a committee of seven IAS officers and the District Attorney, Human Resources Department, to deliberate and prepare a draft policy for regularisation of contractual employees.
The draft policy will then be placed for approval by the Cabinet. The first meeting of the committee took place on July 26.
Vijayendra Kumar, Principal Secretary, Human Resources, is the senior-most officer in the committee. After court orders, the Human Resources Department had submitted a proposal on February 19 for regularisation of all the employees who have been appointed on adhoc/contractual/daily wages by creation of a diminishing cadre as suggested by the High Court. It added that minimum number of years for such regularisation may be decided by the government but a minimum of 10 years of service could be considered.
The proposal said it should not be applicable on all those engaged through Haryana Kaushal Rozgaar Nigam. It also said that post regularisation, existing skill levels of employees be assessed thoroughly and deployed accordingly for productive use of their services.
