Panipat MC set to have 28 wards in new delimitation
The Municipal Corporation (MC) is set to get into election mode as the draft of the new delimitation for the wards in the Municipal Corporation (MC) area, divided into two assembly constituencies Panipat City and Panipat Rural, has almost been finalised.
There would be 28 wards in the new General House of the MC in comparison to the 26 wards in the previous house. As per the new proposal, 15 wards are likely in the Panipat rural assembly area, while 13 would be in the Panipat city assembly.
The general house of the MC was dissolved on January 3 this year. In the old MC house, there were 26 wards, of which 22 have been elected on the BJP symbol, while the mayoral post was also won by the BJP on December 16, 2018.
With the dissolution of the general house, the process for delimitation has been started under the supervision of the Adhoc Committee formed by the government.
Sources said the MC officials had prepared the draft of delimitation three times, but it was not approved as some councillors had opposed it.
The political managers of some former councillors and of the new aspirants had been disturbed, after which they approached Education Minister Mahipal Dhanda and Panipat city MLA Pramod Vij.
However, the MC officials have again done the exercise to make the delimitation for the fourth time which is being considered as the final draft with the consent of Education Minister and MLA from Panipat Rural Mahipal Dhanda and MLA Panipat City Pramod Vij, the sources added.
But, it again stuck on Thursday, as some former councillors and aspirants have raised issues with the Education Minister Dhanda about the delimitation of their wards concerned.
The sources said the main issue in the delimitation was new limits of their wards and about the reservation of the wards between SC and BC catagories.
With the increase of two wards, the number of wards in the new general house would be 28, of which 13 would be in the Panipat city assembly area, while 15 would be in the Panipat rural assembly area.
“Twelve wards in Panipat city, while 10 in the Panipat rural would be included clearly, while the borders of six wards are going to change in the new delimitation after which the aspirants and former councillors raised issues,” said the sources.
Ten wards would be reserved for the women according to the not less than one third norms in all categories after the final delimitation notification.
Apart from it, five wards have been declared reserved for Scheduled Castes, while wards would be reserved for the Backward Class (BC) category under – BC-A and BC-B reservation norms of the Urban Local Bodies (ULBs).
Arun Kumar, Deputy Municipal Commissioner (DMC), said a new draft of the delimitation was under process and wards had been decided on the basis of the population in the MC area.
There would be 28 wards in the new delimitation. After the delimitation draft would be finalised, it would be sent to the government for approval and notification, the DMC said.
