Paperless registry a decisive step against corruption: CM
Four digital initiatives rolled out for transparency, speed, citizen convenience
Chief Minister Nayab Singh Saini on Monday said the state government was committed to providing hassle-free services to citizens, and the launch of paperless deed registration marked a “decisive step” towards eliminating corruption in the revenue department.
The CM inaugurated four digital initiatives — Paperless Registration system, Demarcation Portal, WhatsApp Chatbot ‘Bhu-Mitra’, and Revenue Court Case Management System — at Babain tehsil. He also released an information booklet and witnessed the state’s first paperless registry and demarcation process.
Addressing a state-level gathering, Saini said the move would curb malpractice by reducing human intervention. “The Digital Haryana Programme is designed to empower even the last person standing in the queue. The four initiatives launched are not just technological upgrades; they signal a new era of good governance, transparency and citizen convenience,” he said.
He added that the paperless system would end decades of complex registry procedures. “Citizens will no longer face unnecessary delays or multiple office visits. They will only need to visit the tehsil once for signatures and photographs,” the CM said.
Calling farmers the backbone of Haryana’s economy, Saini said land disputes were a common issue in villages. The new Demarcation Portal, he said, would provide a permanent solution. “Farmers can now apply online for demarcation, which will be carried out using rover and advanced GPS technology, ensuring speed, accuracy and impartiality,” he added.
Similarly, the WhatsApp chatbot Bhu-Mitra will provide round-the-clock updates on departmental services, case status and required documents. Citizens, he said, will no longer need to visit offices for minor queries.
On the Revenue Court Case Management System, the CM said it would digitally monitor all cases in revenue courts. “Details of case status, dates, and orders will be available online. This will help eliminate years of delay in smaller cases, making the judicial process more efficient and transparent,” he said.
Director, Land Records, Dr Yashpal said the new system would save citizens time and money. “Earlier, people had to carry all documents with them and spend the entire day at the tehsil. Now, they will be called only once, and the entire process will be completed in just a few minutes,” he said. Farmers too stand to benefit, he added, as land demarcation costs would come down drastically. “Earlier, farmers had to spend around Rs 30,000 for this work. Now, it will cost only Rs 1,000,” he said.
Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management, Dr Sumita Misra said the Bhu-Mitra chatbot would enable citizens to access information, services and register complaints from their phones.
Saini urged citizens to adopt the new technologies and directed officials to ensure smooth implementation.
