Some private medical colleges in the state are allegedly paying much lesser stipend to its postgraduate (PG) students than the amount fixed by the state government.

Two separate complaints lodged with the Department of Medical Education and Research (DMER) and the CM window portal in this respect have accused the colleges of 'violating' the guidelines in paying the stipend.

Significantly, the DMER while taking a serious note of the complaints has started investigation in the matter.

Guidelines not being followed

Besides the government, the NMC notification dated December 29, 2023, also states that the PG students of all institutes should be paid stipend on a par with the government-run medical colleges in the state concerned but the guidelines are not being followed by the private colleges. —A complainant

Will take action as per rules

We were investigating the complaint and will take suitable action in the matter as per rules. —Dr Saket Kumar, Director-general, DMER

"Three private medical colleges affiliated to Pt BD Sharma University of Health Sciences (UHS), Rohtak, are paying merely Rs 40,000 per month to its students enrolled in MD/MS courses, which is much lesser than the amount fixed by the state government," alleged Ram Kanwar in his CM window complaint. Kanwar claimed as per guidelines, the government colleges were paying monthly stipend of Rs 86,170 for first year, Rs 88, 781 for second year and Rs 91,392 for third year, but the private colleges were violating the guidelines. Even, the state government's notification dated August 9, 2023, also clearly stated that all PG students irrespective of specialties of MD/MS course should be paid stipend on a par with the stipend paid by the government to the PG students, he added. Another complainant said his daughter was being paid Rs 40,000 per month stipend by a private college in violation of the instructions of the state government and the National Medical Commission (NMC).

"Besides the government, the NMC notification dated December 29, 2023, also states that the PG students of all institutes should be paid stipend on a par with the government-run medical colleges in the state concerned but the guidelines are not being followed by the private colleges," he claimed. A UHS senior officer said though the private colleges must follow the government's guidelines, they pay the stipend as per their financial resources. "The UHS just grants affiliation to private colleges hence the DMER can take action on stipend complaints," he added.
