Relief to clerks: 2023 strike period to be treated as earned leave

The Haryana Government has taken a significant decision in the interest of clerks who went on strike in 2023. The strike period will now be considered as earned leave. Neither will the salary for this period be deducted nor will this period be treated as a break in service.

A letter issued by Chief Secretary Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance Department, states that before going on strike, the earned or accumulated earned leave will first be adjusted, followed by half-pay leave. If any strike period remains unadjusted after this, advance earned leave will be sanctioned, which will be adjusted from future earned leave.

The letter further states that this relaxation is being given as a one-time special arrangement and will not be treated as a precedent. These instructions will apply only to specific categories of employees, especially clerks, who participated in that particular strike. They will not be applicable to any other case.

Instructions have been issued to all Administrative Secretaries, heads of departments, Divisional Commissioners, DCs, Sub-Divisional Officers (Civil), and Treasury Officers.
