Revenue services now faster, paperless: Minister

Haryana Development and Panchayati Raj Minister Krishan Lal Panwar on Monday said that the state’s citizens would now experience faster, transparent and paperless services in the revenue sector, with the launch of key digital initiatives, including paperless registry, paperless demarcation, WhatsApp chatbot, and a revenue court monitoring system. Chief Minister Nayab Singh Saini inaugurated these services virtually from Babain village in Kurukshetra, while district-level programmes were organised simultaneously across the state. Panwar chaired the district-level programme in Karnal.

Addressing mediapersons at the Mini-Secretariat here, Panwar said the initiative marked a major leap toward digital governance in Haryana. “Citizens can now apply for registry online and will only have to visit the tehsil office for photographs and biometric verification. This will save both time and money for the people,” he said.

The minister highlighted that paperless demarcation, launched alongside, would significantly cut costs. “Earlier, manual demarcation used to cost farmers between Rs10,000 and Rs 15,000 per acre. Now, with the machine-based paperless demarcation, the cost will be reduced to just Rs 1,000 per acre. For this, continuously operating reference stations (CORS) have been established to ensure accuracy,” he added.

To improve accessibility, the Bhu-Mitra WhatsApp chatbot has also been introduced. Through this, the citizens can get information about Revenue Department services directly on their mobile phones, avoiding unnecessary visits to offices. Calling the move a milestone, Panwar said, “This is not just a departmental reform but the beginning of a new chapter in Haryana’s digital revolution. These online services will deliver efficiency, transparency, and convenience at the doorsteps of citizens, while also curbing corruption.”

The minister further said the idea of “Digital Haryana” was initiated in 2014 under the leadership of then Chief Minister Manohar Lal Khattar, who laid the foundation of e-governance and paperless services. “Now, under the leadership of CM Nayab Singh Saini, these initiatives are being taken forward with greater speed, making the dream of Digital Haryana a reality,” he said.

Panwar also addressed the farmers’ concerns during the event, stating that paddy procurement at MSP was progressing smoothly. He urged the farmers to bring dried paddy to mandis for hassle-free selling and advised them not to burn stubble but manage it scientifically for additional income.

Land measurement process digitalised: Rajya Sabha MP 

Rajya Sabha MP Subhash Barala said the digitalisation of four key services in the Revenue Department would bring major changes by ensuring faster work, transparency and convenience for the public. He was speaking at a programme held at the Mini-Secretariat, Sirsa, on Monday. Earlier, Chief Minister Nayab Singh Saini launched the scheme in Babain, Kurukshetra, and the live broadcast was shown in Sirsa and other subdivisions.

The four services launched include paperless property registration, online land demarcation, a revenue court monitoring system and a WhatsApp chatbot. Barala said that with these changes, most revenue-related tasks could be done from home. People will no longer need to visit government offices again and again. Land buyers and sellers will only need to visit the tehsil once for the registry, as all other records will be available online.

He also said land measurement would now be done digitally, which would reduce disputes caused by manual errors in the past. Similarly, land partition cases, which often took years to resolve, would now be monitored digitally for faster decisions.

Barala added that the aim of governance was to serve people efficiently, and the government was committed to delivering services at home in a transparent manner. He praised the Digital India initiative started by Prime Minister Narendra Modi, saying that the Haryana Government was actively working to make public services smarter and more accessible.

Several officials and public representatives were present at the event, including Deputy Commissioner Shantanu Sharma and SDM Rajendra Kumar.
