The Municipal Corporation (MC) Panipat will spend Rs 4.70 crore to repair the 25-year-old sewer line in Sector 29 (part-2) which caved-in three times within eight months. After getting approval from the Urban Local Bodies (ULBs) headquarters, the MC has floated a tender for the work.

Survey conducted

The engineering wing conducted a survey of the sewer lines in the city and prepared a list of the lines which were more than 30 years old and prepared the estimates of these lines for repair

Apart from this, the engineering wing conducted a survey of the sewer lines in the city and prepared a list of the lines which were more than 30 years old and prepared the estimates of these lines for repair the under the cured-in place pipe lining (CIPP) technique.

As per sources, the main sewer line of 111.5 km under the Yamuna Action Plan from Red Light Chowk to Sanjay Chowk on NH-44, Sanjay Chowk to Babail Naka on the Sanoli road and from Babail Naka to sewage treatment plant (STP) was the oldest sewage line.

The sources said the line was commissioned in phases and almost half of the town, including ward 1 to 17, were attached with it. The sewage of the eastern part of the town is flowing through this line to the STP at Sewah village.

The sewer line from the Sanjay chowk was the oldest, which was over 50 years old and the sewer line from Sanjay chowk to Babail Naka was over 30 years old and the line from Babail Naka to the STP was commissioned 27 years ago.

But, the 3-km sewerage line in Sector 20 (part-2) was badly damaged. Even this line got caved in three times due to heavy leakage in the past seven months in Sector 29 (part 2) near the common effluent treatment plant (CETP).

According to information, the line leaked in August 2023, in October 2023 and in January 24. It again got damaged and the nearby soil caved in. However, the MC has immediately swung into action and temporarily repaired the pipeline.

The main reason behind the leakage was that untreated chemical-based effluent was flowing through this line, said an official in MC on the condition of anonymity.

Sector 29 (part-2) is a dyeing unit sector and scores of dyeing units have illegally joined their connection in the sewer line and discharged their untreated effluent directly in it, the official added.

This highly untreated chemical-based effluent started damaging the pipe, which is called “crown corrosion” and this leads to the leakage of the sewer line and due to the leakage, the soil in surrounding areas caved in, the official added.

The officials of the engineering wing of the MC has prepared a detailed project report to repair the 300 m area of the damaged sewer lines at the estimated cost of Rs 4.70 crore and the DPR was sent to the ULB headquarters.

The line is around 25 years old and is not in good condition. Untreated effluent flowing through the sewer lines is the main reason behind the “crown corrosion”, said Rajesh Kaushik, Executive Engineer, MC, Panipat.

Primarily, a project of Rs 4.70 crore for the changing of sewer lines of approximately 300 m under the cured-in place pipe lining (CIPP) technique was sent to the ULB headquarters for approval and it got administrative approval, said Kaushik. The tender for the work has been invited, he said.
