Employees regularised under Haryana’s Regularisation Policy of 2014 will become eligible for promotion or first assured career progression (ACP) scale benefits from June 13, 2024, provided they meet the necessary eligibility conditions.

Their promotions or ACP benefits, however, will be contingent on the final outcome of the Special Leave Petition (SLP) pending before the Supreme Court. A separate decision regarding the grant of promotion or first ACP scale benefits for the period before June 13, 2024, will be made later.

A letter issued by the Chief Secretary’s Office clarified the issue after numerous queries from various departments, boards and corporations. “Many cases have been brought to light following the interim order of the Supreme Court dated March 6, 2024, seeking clarification on whether claims for promotion or ACP benefits of employees regularised under the 2014 policy should be accepted,” the letter stated.

The government’s clarification provides a much-needed directive to departments handling employee benefit claims, ensuring uniformity in addressing these cases while awaiting the Supreme Court’s final verdict.
