The state government has allowed to fill vacant sanctioned posts at various stages of recruitment in state universities, including Kurukshetra University; Maharshi Dayanand University, Rohtak; Dr BR Ambedkar National Law University, Rai; BPS Mahila Mahavidhaalaya, Khanpur Kalan; Ch Devi Lal University, Sirsa; Ch Bansi Lal University, Bhiwani; Maharshi Valmiki Sanskrit University, Kaithal; and Gurugram University.
A letter in this respect was issued by the office of Additional Chief Secretary (Higher Education) to all Vice-Chancellors on Tuesday.
In October, the government had ordered the universities to halt ongoing recruitment processes following complaints of favouritism. Since then, the universities had been awaiting permission to make appointments to fill vacant posts, said sources.
The universities had been allowed to fill the posts as per the Standard Operating Procedure (SOP) issued on August 6, 2024. As per the SOP, the universities will share the details of the posts to be advertised, i.e. name of the post, date of vacancy, date of approval of the government and roster point verified by the District Welfare Officer with the observer.
“The draft of the advertisement, along with the eligibility conditions for interview, as per the laid down procedure, will also be submitted to the observer. The observer shall check all the documents, and after verification, will approve or disapprove the process citing reasons/ justification within two days with a copy to the state government,” as per the SOP.
It further maintains that after approval, the university will issue advertisement and conduct interview as per selection committee composition enshrined in the respective Act of the university, which will share the synopsis of all candidates in public domain and invite objections, if any, from the candidates and reply to all objections shall also be published on the website and notice board of the university within seven days. The university will videograph the selection proceedings.
