TVSN Prasad gets regular charge of Haryana Chief Secretary

TVSN Prasad was today given the regular charge of Haryana Chief Secretary after the retirement of incumbent Chief Secretary Sanjeev Kaushal yesterday. Prasad has been holding the additional charge of Chief Secretary “during the leave period of Sanjeev Kaushal…” since March 15, 2024.
However, the state government, in a reshuffle of eight IAS and four HCS officers, failed to appoint the Financial Commissioner Revenue (FCR) apparently after a reported dispute over seniority of certain 1990-batch IAS officers. The FCR is the senior-most officer in the administrative hierarchy after the Chief Secretary. Till now, Prasad was also looking after the charge of FCR.
An order issued by the state government said, “Prasad has been posted as the Chief Secretary ‘against a vacant post’. He will also look after the Departments of General Administration, Human Resources, Personnel and Training, Parliamentary Affairs, Vigilance and Secretary incharge of plan coordination. He will also be the Chief Resident Commissioner, Haryana Bhawan, New Delhi.”
A 1988-batch IAS officer, Prasad had been looking after the state Home Department since August 2022 till recently when Anurag Rastogi was appointed in his place. In September 2023, the government had also given him the responsibility of FCR. Meanwhile, the Haryana Government has issued posting and transfer orders of eight IAS and four HCS officers with immediate effect.
Mani Ram Sharma has been posted as Chief Executive Officer, Ayushman Bharat Haryana Health Protection Authority and Special Secretary, Home Department.
Yash Pal, Director, Urban Local Bodies, and Mission Director, State Urban Livelihood Mission and State Urban Development Authority, Haryana, has been given additional charge of Director, Consolidation of Land Holdings and Land Records, and Special Secretary, Revenue and Disaster Management Department.
Shaleen has been posted as Director, Tourism. Amna Tasneem has been posted as Managing Director, CONFED, and Secretary, Haryana State Commission for Scheduled Castes.
Ram Kumar Singh has been posted as District Municipal Commissioner, Ambala, and Commissioner, Municipal Corporation, Ambala. Sangeeta Tetarwal has been posted as Labour Commissioner.
Neha Singh has been posted as Additional Resident Commissioner, Haryana Bhawan, New Delhi. Among HCS officers, Naveen Kumar Ahuja has been posted as Secretary, Haryana State Agricultural Marketing Board, Panchkula. Virender Chaudhary has been posted as Managing Director, Cooperative Sugar Mills, Shahabad. Inder Jeet has been posted as General Manager, Haryana Tourism Development Corporaton and Rajiv Prashad as Joint Excise and Taxation Commissioner.

Was holding additional charge since March 15

• He had also been looking after the Home Department since August 2022 till Anurag Rastogi’s appointment recently
• In September 2023, the government had also given him the responsibility of Financial Commissioner Revenue.
