ADC inspects work of elevated flyover in Karnal, shopkeepers raise concerns
Additional Deputy Commissioner (ADC) Yash Jaluka conducted an inspection of the ongoing construction of the single-pillar elevated flyover in the city and reviewed the progress of the project. He also assessed the safety arrangements for the commuters and shopkeepers.
Local shopkeepers voiced their grievances regarding lack of proper planning and safety measures at the construction site. They pointed out that no adequate barricading had been done, leading to dust pollution and traffic congestion. They urged the ADC to direct the agency for taking necessary measures to settle the dust and minimise inconvenience. They pointed out issues such as waterline leakages caused by construction and lack of proper barricading around deep pits dug for erecting pillars. “The entire city is covered in dust and pedestrians are struggling to walk. Neither safety measures nor traffic arrangements have been put in place," said one of the traders.
Many shopkeepers fear that the residents of Karnal will have to endure these issues for the next one and a half years, as the authorities have not taken effective steps to mitigate the impact of the construction work.
The ADC observed that the police barricades were being used at some places for the construction site instead of proper safety measures, directing the agency officials to ensure proper barricading by Friday.
Accompanied by SDM Anubhav Mehta, DSP Rajiv Kumar and other officials of various departments, ADC Jaluka instructed the workers to proceed efficiently while minimising inconvenience to the public.
He emphasised that construction materials should be placed only when required to avoid unnecessary obstruction to the commuters. Their primary focus was ensuring that the flyover construction proceeded smoothly without causing excessive disruption to the public.
Responding to the concerns, the ADC said any shortcomings identified in the project would be rectified at the construction company’s expense.
“I have submitted my report to the Deputy Commissioner. Officials of the HSVP have been instructed to ensure compliance with the agreement, including all safety parametres," the ADC said.
Repair of roads connecting grain market
Before the inspection of the elevated flyover, the ADC chaired the monthly district road safety committee at the Mini-Secretariat auditorium, directing officials to prioritise the repair of roads connecting the grain market to ensure smooth transportation for farmers bringing wheat to the mandis.
He also instructed SDMs to take strict action against repeat traffic violators, including cancelling the licenses and registration certificates (RCs) of their vehicles. ADC Jaluka emphasised that any reports of potholes on roads should be addressed immediately. The officials were instructed to not only fill reported potholes but also conduct inspections of other roads to ensure their maintenance. Additionally, he directed that all zebra crossings should be properly painted.
The Education Department was instructed to arrange training programmes for all private school vehicle drivers at the Institute of Driver Training and Research (IDTR). SDMs will look after the implementation of the programme. Drivers who fail to attend the training within the given timeframe will be given an extra month and those still failing to comply will not be allowed to operate school vehicles.
