Saini reviews Budget progress, calls for speedy implementation
Haryana Chief Minister Nayab Singh Saini on Wednesday reviewed the progress of the 2025–26 Budget announcements and directed officials to ensure their timely completion to deliver early benefits to the people.
Chairing a high-level meeting with department heads, Saini — who also holds the Finance portfolio — stressed fast-tracking development projects. “The timely completion of Budget announcements is essential to meet public expectations,” he said.
A key focus was on strengthening the healthcare system. The Chief Minister instructed that specialist doctors be made available at Community Health Centres (CHCs), and diagnostic infrastructure such as CT scans, MRIs, X-rays, ultrasound machines, and blood analysers be expanded at all district hospitals. “Work to fully upgrade at least one hospital in every district must be expedited,” he said.
On water conservation, Saini emphasised renovation of existing ponds and construction of new ones in villages with sufficient land. He also called for the installation of recharge wells to store rainwater and boost groundwater levels.
To aid students in rural areas, Saini announced that around 950 e-libraries — equipped with furniture and books from leading publishers — would be set up in schools or nearby buildings by August 15. “These will give students dedicated spaces to prepare for competitive exams,” he said.
He also instructed the launch of door-to-door waste collection in villages under the Swachh Gramin Mission, and directed officials to formulate a comprehensive plan for developing slum areas across the state.
In agriculture, the Chief Minister urged promotion of drip irrigation in horticulture to reduce water usage and enhance sustainability. He also called for the speedy identification of land for an air-conditioned flower market in Gurugram.
Saini highlighted the need to empower Farmer Producer Organisations (FPOs) by offering training in food processing and market access at Centres of Excellence for litchi, strawberry, and date palm coming up in Ambala, Yamunanagar, and Hisar.
Reviewing the Women and Child Development Department’s proposals, he announced the state-wide rollout of the Kishori Shakti Yojana, currently running in Nuh district, to improve the nutrition and health of adolescent girls. He also directed that canteens in working women’s hostels be managed by self-help groups to promote women’s empowerment.
On energy, Saini reviewed the PM Surya Ghar Muft Bijli Yojana and called for faster rooftop solar installations. “I will soon visit a village to assess the scheme’s implementation,” he said, noting that 90% of villages now receive 24-hour power under the Mhara Gaon-Jagmag Gaon scheme.
The CM also reviewed preparations for implementing three new criminal laws in the state.
