Chairing a review meeting with senior officers of the Higher and School Education Departments, Thakur said persistent heavy rainfall had triggered landslides, tree falls, road blockages and damage to public infrastructure, including educational institutions.

He directed that funds under the Post Disaster Needs Assessment (PDNA) be used judiciously, giving priority to institutions sustaining more than 75 per cent damage. Regular on-site monitoring was also stressed to ensure quality repair and restoration.

Thakur further ordered that teacher transfers and deputations be strictly need-based so that academic work is not disrupted. A comprehensive list of teachers on deputation is to be compiled for better oversight.

The minister also reviewed preparations for International Literacy Day on September 8, 2025, when Himachal will be formally declared a fully literate state. If adverse weather persists, he said, the function will be held in a symbolic manner to mark the milestone.

Other key issues discussed at the meeting included pending promotion matters in school and college cadres, the review of Rajiv Gandhi Model Day Boarding Schools and the introduction of new subjects such as fine arts, psychology and public administration, along with the inclusion of horticulture as a vocational subject. The minister also reviewed issues related to sports hostels and directed officials to explore the recruitment of additional coaches, noting that Himachal possesses immense sporting talent that must be properly nurtured.

Officers informed the Minister that the Departmental Promotion Committee (DPC) for College Principal cadre is scheduled for September 4, with other promotion processes being expedited. Secretary Education Rakesh Kanwar also presented suggestions for further strengthening quality education in the state.
