Construction irregularities on NH-707: Public outrage mounts amid NGT investigation

Locals have accused the Forest Dept of complicity, claiming it turned a blind eye to the violations

The investigation into alleged construction irregularities on the Lal Dhang-Paonta Sahib-Hatkoti National Highway (NH-707) has reached its fourth phase, now focusing on the stretch between Timbi and Shirikyari.

The inspection team, comprising officials from the Ministry of Road Transport and Highways (MoRTH) and other departments, encountered widespread resentment from locals during their on-site visit. Villagers expressed their anger, holding various departments accountable for their inaction against the contractor companies responsible for the alleged damage.

The investigation, initiated following a petition filed with the National Green Tribunal (NGT), has so far covered only two of the five designated phases. Despite being underway for over a year, locals accuse the process of being a mere eyewash.

Residents claim the contractor companies have submitted false statements to the NGT, asserting that damages caused during the construction phase have been rectified and public utility systems reinstated. However, the ground realities, as highlighted by the agitated villagers, suggest otherwise.

Preliminary findings indicate significant unscientific construction practices leading to extensive damage to both private and government property. Sources estimate that contractor companies have inflicted over Rs 220 crore worth of damage to forest and reserved forest land alone without proper acquisition. The additional damages to departments such as Jal Shakti, Public Works, Revenue, Mining and private properties outside the Right of Way (ROW) are expected to be substantially higher.

Environmental destruction in what was supposed to be a “green corridor” has particularly angered locals. They allege that rampant deforestation and disregard for environmental safeguards have left the region’s natural beauty devastated.

Locals have accused the Forest Department of complicity, claiming it turned a blind eye to the violations. Despite the extensive destruction, the department lacks any official documentation of the damages incurred. Responding to the allegations, Baldev Raj, Divisional Forest Officer (DFO) of Renuka, said: “The assessment of losses is ongoing, and it is too early to comment on the extent of damage. I have recently taken charge, and I cannot comment on actions during the previous tenure.”

The inspection in areas such as Timbi, Gangtoli, Dhakoli, Shillai and Bandli revealed simmering anger among residents. Hundreds of residents voiced their grievances, highlighting the administration’s failure to act against erring companies.

“Had the authorities taken timely action against these unchecked companies, we would not be facing this situation today,” said a local resident. Complaints lodged with local departments and the administration yielded no results, forcing villagers to approach the NGT as a last resort.

Residents have demanded a magistrate-led investigation into the inaction of the then-administrative and departmental officials. They argue that the lack of oversight and enforcement emboldened the contractors, leading to the large-scale losses they now face.

The NGT is expected to receive the final investigation report upon completion of all phases. However, the slow pace of progress and lack of tangible action so far have only deepened the mistrust among the affected communities.

As the investigation progresses, all eyes are on the NGT to deliver justice and ensure accountability in what has become a glaring example of administrative apathy and environmental degradation.
