Shimla, June 30
Chief Minister Jai Ram Thakur launched the online self- certification facility for Micro, Small and Medium Enterprises (MSMEs) from here today.
The initiative under the “Ease-of-Doing Business” would go a long way in providing much-needed relief to entrepreneurs.
Thakur said earlier the entrepreneurs had to take clearances from departments before setting up an enterprise, which resulted in escalation of the project cost and wastage of time. “The facility will not only save the entrepreneurs from cumbersome procedures, but also facilitate the setting up of an industrial unit,” he said.
Now, the entrepreneurs would furnish “Declaration of Intent” to the nodal agency electronically on the portal. The nodal agency would grant “Acknowledgement Certificate” in the electronic format to the entrepreneur within seven days.
With the facility, there would neither be any inspection of the enterprise, nor any clearance will be sought for three years or till the enterprise starts functioning (whichever is earlier) under the Himachal Pradesh Panchayat Act-1994, The Himachal Pradesh Municipal Corporation Act-19 and several other Acts.
He said from July 1, the new definition of the MSME would come into force. Now an enterprise with investment up to Rs 50 crore would fall under the MSME category. Since 99.5 per cent of the industries fell under this category, the facility would go a long way in helping the entrepreneurs.
