Deputy Commissioner (DC) Hemraj Bairwa said it was mandatory for every government and private institution in the district to make a disaster management plan. “For this, instructions have also been issued by the District Disaster Management Authority so that the loss caused by any disaster can be reduced,” he said.

The DC also inaugurated a three-day workshop on crowd management at Avode Hotel in Dharamsala on Thursday.

Speaking on the occasion he said, “Crowd management is very important for large gatherings of people, concert venues during Navratris in temples, performances, festivals, sports stadiums and entertainment parks so that better operations can be carried out to avoid panic and crowd activities by establishing a safe and secure environment.”

He said, “Crowd management procedures are generally established by an event organiser and/or law enforcement agencies.” He said successful implementation of a crowd management plan requires the cooperation of all involved parties from venue staff to event organisers and law enforcement agencies.
