Government prepares new healthcare scheme
The Himachal Pradesh Government is preparing to introduce a new healthcare scheme, set to replace the existing HIM CARE programme, with the aim of providing free medical coverage to all residents. Unlike its predecessor, this scheme is likely to involve private and public sector insurance companies to ensure greater transparency and prevent financial misuse.
Sources revealed that the government would bear the cost of insurance premiums for all residents, ensuring they receive cashless medical treatment at both government and private hospitals. Similar models have already been implemented in several other states, where governments have partnered with insurance companies to extend free healthcare services.
Under HIM CARE, the state government had been spending over Rs 300 crore annually to cover medical expenses for beneficiaries in hospitals within and outside the state. However, a recent audit, conducted by the health department under the Chief Minister’s directive, uncovered several irregularities. Instances of overbilling and overcharging by certain private hospitals and nursing homes were flagged. The audit also found that free diagnostic services, which were allowed under the scheme, had been misused, leading to financial losses.
Now, a detailed proposal for the new healthcare scheme is being prepared and is expected to be presented before Chief Minister Sukhvinder Singh Sukhu soon. Once the plan receives approval from the state cabinet, an official notification will be issued. The CM has already assured the state assembly that the government is committed to ensuring that every resident of Himachal Pradesh is covered under the new scheme.
