Governor’s nod to Bill denying seniority, financial benefits to contract staff

Governor Shiv Pratap Shukla has given approval to the Himachal Pradesh Recruitment and Condition of Service of Government Employees Bill, 2024, which was passed during the winter session of the Assembly in Dharamsala in December last year. Now, contractual employees would not get the financial benefits and seniority from the date of joining. The government had become liable to pay these benefits to the contractual employees following the decision of the High Court of Himachal but it brought a Bill during the winter session to avoid the payment of these benefits.

While tabling the Bill, the government had said that if the seniority benefit was given to contractual employees from the date of joining, a large number of regular employees would have to be demoted. Besides, the government feared the grant of benefits would put an enormous burden on the treasury.
