Kullu District Magistrate Ashutosh Garg has issued guidelines related to tourism activities on the Hamta road in Manali subdivision of the district. Some decisions of the state tourism board have already been implemented. The rules will be applicable as before but some of these have been modified. Additional guidelines have also been issued.

As per the guidelines, 400 small vehicles, 100 two-wheelers and 20 tempo travellers will be allowed every day for tourism activities on the Hamta road beyond the AD Hydro barrier. For this, tourists will have to pay a congestion fee of Rs 200 to Rs 500. Vehicles will be allowed up to the intake point of the AD Hydro project road. Tourist vehicles on this road will be allowed from 6 am to 6 pm. This time will be valid till 10 pm for hotel owners ahead of the barrier.

Tourists will have to apply online at kullupermits.in to visit Hamta. After paying the congestion fee, the tourist will receive a slip containing the QR code, which can be scanned at the barrier of the Tourism Development Council (TDC). One policeman will be posted near the AD Hydro barrier while the TDC will deploy three Home Guards jawans there to keep an eye on the movement of vehicles.

According to the instructions, exemption has been given to local people of Prini and Chichoga panchayats for going towards Hamta for discharge of traditional obligations. The Manali SDM can give this exemption.

He will have the full right to close or limit the movement of vehicles on the Hamta road on any day keeping in view the prevailing circumstances.

The Manali SDM will also have to ensure that no tea stall or dhaba is set up along the road other than the three dhabas already located there. Infrastructure will be developed for tourism development in the area from the congestion fee levied on vehicles.

AD Hydro will have to cooperate with the barrier management. A fine up to Rs 5,000 can be imposed for overstaying or defecation.
