Expressing concern over the issue of poor maintenance of gausadans, the HP High Court has directed the Animal Husbandry Director to file his personal affidavit informing therein the action taken by the Gauseva Aayog pursuant to Section 14 of the Himachal Pradesh Gauvansh Sanrakshan and Samvardhan Act, 2018.
A Division Bench comprising Acting Chief Justice Tarlok Singh Chauhan and Justice Satyen Vaidya further directed the state government to file compliance affidavit regarding grant of funds, budget and details of the salary/honorarium and allowances paid to the members since the creation of the Gauseva Aayog.
Additionally, the court directed the Animal Husbandry Secretary to file his personal affidavit regarding establishment of institutions for the reception, maintenance and care of uneconomical cows in the last ten years.
While passing these directions, the court listed the matter for compliance on December 26, when complete records pertaining to the allotment of work, construction thereof and inspection, if any, conducted from time to time be produced for the perusal.
The court also directed the Director, Deputy Director and the officials, who have specifically dealt with the file, to personally remain present in the court.
The court passed this order on a public interest litigation (PIL) highlighting the plight of cows in gausadans.
