In a major relief for daily wage and contingent paid workers, Himachal Pradesh University (HPU) has announced that those who have completed four years of continuous service—with a minimum of 240 working days per calendar year (with exceptions for tribal areas)—will now be considered for regularisation.

This decision follows HPU’s adoption of the Himachal Pradesh government’s instructions regarding the regularisation of such workers. The university’s Vice-Chancellor issued a formal notification implementing the policy, based on directions from the Secretary (Personnel) dated April 8.

As per the policy, once a contingent worker is regularised, the original temporary post will be abolished and no new post of any category will be created in its place. Workers considered for regularisation must meet the minimum educational qualifications as defined in the Recruitment and Promotion Rules (R&P Rules) applicable at the time of their initial engagement. However, the competent authority may relax these requirements in special cases.

Regularisation will be carried out strictly on a seniority basis, subject to fitness and in relevant categories of posts or vacancies. If any reservation roster points or feeder category quotas are underutilised during this process, they will be compensated in future recruitment drives through backlog appointments.

Importantly, departments will not be required to consult the Himachal Pradesh Public Service Commission (HPPSC) prior to regularising services—even for posts that normally fall under its purview.

The seniority of workers regularised under this policy, compared to employees already serving in regular positions, will be determined from the date of regularisation. The inter-se-seniority among daily wage or contingent workers will be based on their seniority as temporary employees.
