The Koksar and Sissu Panchayat Tourism Development Committees (PTDCs) in Lahaul, in collaboration with People for Himalayan Development (PHD), have launched a new Homestay Resource Management Plan under the banner of People Owned People Governed Tourism (POPGT) — a sustainable tourism initiative by Royal Enfield being implemented by PHD. The initiative marks a major step towards community-led, environmentally responsible tourism in the region.

The plan aims to help local homestay owners manage resources more sustainably, reduce waste and promote responsible tourism practices. Following detailed surveys and community discussions, residents identified key challenges, including excessive use of plastic bottles, high energy consumption and limited awareness among tourists regarding responsible behaviour. The PTDCs and PHD then devised locally tailored solutions to address these issues.

To curb plastic waste, water filters were distributed to homestay owners so that tourists could be offered clean, filtered water instead of bottled water.

Energy conservation is another important focus. Sensor-based lighting systems were provided to homestay owners, helping to save up to 80 per cent of electricity when not in use. The initiative demonstrates how small technological interventions can significantly reduce energy footprints while maintaining guest comfort.

Recognising that sustainable tourism also depends on visitor behaviour, the PTDCs and the PHD have introduced awareness stickers and signage across homestays and public areas, encouraging travellers to act responsibly, respect local culture and minimise environmental impact.
