Tourists and locals in Dharamsala, McLeodganj, and the adjoining areas have alleged widespread overcharging by liquor vendors, with several shops reportedly selling alcohol above the maximum retail price (MRP) and failing to display the official rate lists mandated by the state Excise Department.
Parminder Singh, a tourist, recounted an incident at a liquor shop in Kotwali Bazaar, where he was charged Rs 220 for a bottle of beer with an MRP of Rs 165. “When I objected, I was told to either pay extra or leave,” he said.
Similar complaints have emerged from other liquor vends in the twin towns, with many customers reporting overpricing on beer and common whisky brands. Yashpal, a local resident, said, “Beer is being sold at Rs 20 to Rs 60 above the printed price.”
The locals and tourists alike are calling the practice exploitative. “Tourists coming from distant places are being fleeced by liquor contractors,” said another resident.
A spot survey revealed that most liquor vends were displaying fake rate lists for whisky, while beer prices were not displayed at all — despite clear directives under the Himachal Pradesh Excise Policy 2025–26. As per the policy, all licensed liquor shops must prominently display an official rate list, which includes the names and contact numbers of designated excise officials for lodging complaints.
Sanjay Aggarwal, a resident, urged the authorities to act. “Overcharging brings a bad name to hill towns. The administration must step in,” he said.
Ravinder Kumar, Assistant Excise Commissioner, Kangra district, said, “Displaying the official rate list is mandatory across the district. We will look into complaints regarding overcharging and non-display of official rate lists. Strict action will be taken against violators.”
