A sizable number of people have failed to register themselves in the ‘parivar’ register being created at the Solan Municipal Corporation (MC) as merely 4,411 people have been added in it since 2011.

The population of Solan, which was 47,418 in 2011, now stands at 51,829, a mere increase of 4,411 in the last 14 years.

The number of families which enrolled themselves for the parivar register has touched 16,829.

Disputing mere increase of 4,411 people, Usha Sharma, Mayor, Solan MC, said, “Another round of survey will be conducted soon to cover the left-out population as a sizable number of people leave Solan when the schools close in December. The population is expected to increase by a few more thousands once all residents are enrolled.”

A section of officials, however, believe that Solan city is occupied by a large number of people who have been registered in the parivar register of their respective villages in Sirmaur and Shimla districts, besides other parts of Solan district. They have abstained from being registered in Solan for fear of duplication.

The real picture would emerge once the fresh census is undertaken nationally as no new census could take place after 2011. Though a census had begun in 2020, but it was suspended following the onset of the pandemic.

All urban local bodies (ULBs) were directed to conduct ‘parivar survey’ for generating the parivar register (PR) database in the state on the directions of the Chief Minister. Solan and Mandi cvic bodies were tagged as laggards among 26 nagar panchayats, 29 municipal councils and five municipal corporations in September last year as per a review conducted by the Urban Development Department.

Directions had been issued to all ULBs in January 2024, to conduct a survey for generating the parivar register.

The ULBs earlier did not had family-wise details of every household. The parivar registers would be useful to the ULBs as well as citizens for various works pertaining to revenue, property etc. However, the exercise being lengthy as it involved a survey and draft preparation, its revision took several weeks.

Earlier, 15 Lok Mitra Kendras (LMKs) conducted the survey in the town. But since they failed to complete the exercise in the stipulated time, a10-member team from Shimla was entrusted the task in December 2024. The councillors were actively involved in the activity to resolve issues with the public.

As per the guidelines, parivar registers would be maintained in a digital form. For the parivar survey, the Department of State Information Technology (SIT) and the Department of Digital Technology and Governance had developed an application. The two departments also imparted training to the ULBs for carrying out the survey through the app.
