Hundreds of visitors and employees face significant inconvenience due to the poorly maintained infrastructure at the Mini-Secretariat in Palampur. The deplorable condition of the toilets across all floors of the building is a major concern. Toilets are unhygienic, with broken seats, doors and washbasins, filthy floors, inadequate ventilation and a persistent foul smell.

The absence of basic amenities like soap, handwash and sanitiser further exacerbates the issue. Blocked toilets and irregular cleaning routines add to the misery, making it unbearable even to wait in the verandas due to the overpowering stench.

The building houses a dozen government offices, but no department takes responsibility for its upkeep. Visitors and employees alike are frustrated by the lack of maintenance. One visitor expressed: “The toilet condition is a disgrace; it’s shameful that such basic facilities are neglected in a public building visited by people daily.”

The rooftop is also in poor shape, with overgrown bushes posing a risk of further damage. Despite the evident deterioration, the administration appears indifferent to addressing the issue.

Additionally, the absence of elevators makes the building inaccessible for physically challenged visitors. While ramps were not included during construction, provisions exist for adding an elevator. Visitors urge the administration to prioritise these essential upgrades immediately.

Improving sanitation, ensuring regular maintenance and addressing accessibility issues are crucial to restoring the Mini-Secretariat’s functionality and reputation.
