Kullu SP Gaurav Singh said eight foreigners were arrested during the past couple of months and it was found during the investigation that the kingpin supplied heroin to them which they later sold to Himachal youths.

The SP said David, alias Ugochukwu John Obiako, was arrested from the Delhi railway station while he was going towards Goa yesterday. He said foreigners held in heroin cases revealed that they had procured the contraband from him. The accused was arrested under Section 29 of the NDPS Act and further investigations were underway.
