The Nurpur police in Kangra district have detained a notorious woman drug smuggler for another 3 months. Identified as Kalpana alias Kapp, daughter of Jammo, a resident of Tamouta in Indora tehsil, Kangra district, she was found habitual of trafficking drugs.
According to police records, Kalpana has multiple cases of drug trafficking registered against her and has remained active in the trade despite repeated arrests.
The main cases registered against her include recovery of 1.366 kg poppy straw (bhukki) from her on November 12, 2017; 2.01 grams of heroin on June 29, 2019; 6.75 grams of heroin on May 6, 2021; 7.88 grams of heroin on February 11, 2014; 8.40 grams of heroin recovered during a raid from her home in Tamouta on September 15, 2014; and 15 narcotic injections recovered from her at Mukerian (Punjab) on June 9, 2025.
Given her continued criminal activity, the district police recommended her preventive detention to the Home Secretary of the state. Acting on it, the Secretary (Home)-cum-Detention Authority, Himachal Pradesh, issued the orders to detain her. Accordingly, Kalpana was taken into custody on June 11, 2025. On August 5, 2025, the Advisory Board under the PIT NDPS Act extended the detention by another three months.
The SP of Nurpur and Kangra police districts, Ashok Rattan, while confirming the extension of her detention, said a financial investigation into Kalpana's properties was also underway, with action to be taken under relevant laws.
