PAC reviews key projects, calls for accountable governance

The session was attended by committee members MLAs Jeet Ram Katwal, Hans Raj, Indra Singh, Janak Raj, Malender Rajan and Deputy Chief Whip Kewal Singh Pathania. The committee met to review the Comptroller and Auditor General of India’s reports for the financial years 2018-19, 2019-20 and 2020-21.
Chairman Anil Sharma emphasised the need for public officers to uphold a high standard of responsibility in carrying out their duties. He said officers must contribute meaningfully to the Legislative Assembly committees by offering informed and constructive recommendations. He also highlighted that good governance, backed by strong administrative practices, leaves behind a lasting impact on public welfare and development.
During the proceedings, the Chairman called for detailed reports on initiatives undertaken by the Jal Shakti Department over the past four years and a comprehensive account of road construction projects carried out by the Public Works Department. He also recommended submitting a formal proposal to the government for the modernisation of the police force.
Underscoring transparency and accountability, Sharma insisted that officers ensure optimal utilisation of development funds and maintain accurate, up-to-date records. He directed that complete audit-related documentation be submitted within the prescribed timeframe to allow timely resolution of audit observations.
In a move to strengthen fire safety measures, Sharma advised the Jal Shakti Department to include a dedicated fire hydrant pipeline component in the detailed project reports (DPRs) of upcoming drinking water supply schemes. The committee also took stock of the progress of several ongoing projects, including the Jal Jeevan Mission, MNREGA, the Bijli Mahadev Ropeway and the Pradhan Mantri Gramin Sadak Yojana. Members actively exchanged inputs and suggestions during the discussions.
The meeting concluded with a thorough examination of audit findings related to multiple departments — Health, Public Works, Jal Shakti, Fire, Forest, State Tax and Excise and Revenue. Kullu DC Torul S Raveesh welcomed the committee and assured that all directives and recommendations from the session would be implemented earnestly at the district level.
