All urban local bodies (ULBs) have been directed to conduct ‘parivar surveys’ for generating the parivar register (PR) database in the state.
Gopal Chand, Director of Urban Development Department (UDD), had directed 26 nagar panchayats, 29 municipal councils and five municipal corporations on January 10 to comply with the directions issued. However, the Solan Municipal Corporation is yet to start the exercise though its modalities have been worked out.
As per the guidelines, parivar registers should be maintained in a digital form. For the parivar survey, the Department of State Information Technology (SIT) and the Department of Digital Technology and Governance have developed an app. The two departments will also impart training to the ULBs for carrying out the survey through the app.
The designated Lok Mitra Kendra, Common Services Centre as well as village-level entrepreneurs would carry out the survey through the mobile app. The Urban Development Department has issued elaborate instructions to all ULBs. This comprises setting up of a sabha and a committee in each ward for the survey. The ward secretary has been designated as the signing authority for the parivar survey. The ward councillor is supposed to be closely associated with the survey enumerator team and is also required to resolve any disputes.
Solan MC Additional Commissioner Priyanka Chandra said, “The ULBs do not have family-wise details of every household. Once the PR is ready, it will be useful to the ULBs as well as citizens for various works pertaining to revenue, property, etc.” She added that the survey will begin shortly as the ground work such as identifying the Lok Mitra Kendra for each ward, constituting ward committees and training the staff, has been accomplished. Being a lengthy process which includes a survey, draft preparation, its revision, etc, it would take several weeks. There are over 12,000 households and a population of about 50,000 in the Solan civic body.
The exercise is time-bound and was supposed to begin on January 15 across the state. Gopal Chand made it clear that no laxity would be tolerated as it is the chief minister’s announcement.
