PGI report: Himachal records 2nd best improvement in 2023-24

Himachal Pradesh has recorded the second highest improvement in the Performance Grading Index (PGI) score in 2023-24. As per the PGI scores released by the Ministry of Education, the hill state has jumped 41 points from 532.8 in 2022-23 to 573.8 in 2023-24. Only Delhi is ahead of Himachal in overall improvement with a jump of 44 points.

Overall, the state is positioned 13th in the PGI scores. Despite the significant improvement, the state could not jump to the higher grade – it is still clubbed in the Akanshi-1 grade with 14 other states. The states logging a score in the range of 521-580 are clubbed in the Akanshi-1 slab.

The states and the union territories are assessed across six domains on 73 indicators before they are slotted in 10 grades on the basis of their scores. The domains include learning outcome, access, infrastructure and facilities, equity, governance process, teacher education and training.

The state did exceptionally well in the Teacher Education and Training domain, where it has been placed in the Utkarsh Grade, the second highest grade. The state has shown an improvement of 15 points in this domain, the highest by any state. From the score of 70.1 in 2022-23, the state jumped to 84.7 points.

The state has done well in the Access domain as well, which is about ensuring access to education at all level and curtail drop outs. In this domain, too, the state has been placed in the Urtkarsh grade.

As for the performance in the infra and facilities domain, the state has logged an improvement of 21 points. Only three states, Delhi, J&K and Telangana, recorded higher improvement in this domain. The domain deals with infrastructure like working toilets, clean drinking water, clean electricity, computing devices, internet, libraries, labs and sports and recreational resources.

In the equity domain, which relates to ensuring inclusive and equitable education, the state has shown an improvement of two points. The state has shown improvement in the domain of governance process as well, which includes digital attendance of students and teachers, electronic transfer of funds, etc.
