Report submitted, no progress yet on snow, rain conservation project work

The Rs 1,269 crore project report prepared by the Jal Shakti Department for the conservation of snow and water hasn’t seen much progress over the past two years. The report was submitted to the Department of Environment, Scientific Technology and Climate Change of the state government in February 2023. “We have not received any update on the report yet. Once funding for the project is finalised, the project will progress,” says Anju Sharma, Engineer-in-Chief, Jal Shakti Department.

In view of the declining rain and snowfall over the past few years, the project report proposes building of 461 rainwater harvesting structures, renovation of 194 snow-fed lakes, building of 145 ice stupas, 1,130 snow bridges/snow racks and 244 snow pits. “Our executive engineers have sent proposals for rain and snow conservation from different parts of the state,” he adds.

Meanwhile, the government has launched a ‘Catch the Rain’ campaign to harvest rainwater. In response to a question on reducing water level in various sources in the state, the Water Resources Minister has said that the aim of the initiative is to construct 7,388 check dams and rainwater harvesting structures across the state. The key objectives of the campaign are to promote rainwater harvesting and groundwater recharge, construct check dams and rainwater harvesting structures and engage local communities in water conservation efforts.

The minister says water supply schemes affected by scarcity are identified on a priority basis and all districts prepare a drought mitigation plan focusing on ensuring supply. Also, small schemes are interlinked with larger schemes to ensure water supply. According to the reply tabled in the House, the department also ensures the maintenance of hand pumps with sufficient water availability. These will renovated to provide better water supply.
