The Himachal Pradesh Government is considering enacting strict laws to regulate construction activities in the state to ensure citizen safety from natural hazards, following recent natural calamities like cloud bursts, rains and landslides. The Supreme Court had also issued a stern warning to the state government about the dire environmental situation in Himachal Pradesh, highlighting the worsening ecological crisis.

Official sources told The Tribune that the government is likely to introduce laws regarding permission for structural engineering, land weight limits and effective drainage systems. A complete ban on construction activities on river banks and hill slopes is also planned.

The state government has realised the need to amend the TCP laws and adopt a human approach towards preserving ecology to minimise loss of human lives and property due to disasters. The permission granted for high-rise buildings in 2023 is likely to be reviewed, as the state’s hill slopes may not be able to bear the weight.

To prevent disasters, the state must follow environmental laws, respect nature and promote a lifestyle that balances development and nature. Himachal Pradesh falls in seismic Zone V and faces major geological hazards, including cloud bursts, earthquakes and landslides.

The state suffered heavy losses during the monsoon season due to floods, cloudbursts, landslides and excessive water release from reservoirs. Over exploitation of natural resources, deforestation, illegal mining and unscientific hill cutting have exacerbated the devastation.

The government needs to address these issues and implement orders banning construction on river beds and banks. Studying the reasons behind frequent cloud bursts in the state is also necessary.
