The government has amended the Himachal Pradesh Panchayati Raj (Election) Rules with respect to the delimitation of the zila parishad constituencies. As per the latest amendment in sub-rule 2 of rule number 9, the Deputy Commissioners can transgress the boundaries of the panchayat samitis while delimiting the zila parishad constituencies under certain circumstances.

Incidentally, the government had amended the Panchayati Raj Election Rules in February this year to ensure the zila parishad wards do not transgress the boundaries of panchayat samiti. As per the latest amendment, the zila parishad wards can transgress the boundaries of panchayat samiti for the purpose of administrative convenience and to remove disparity in population between the constituencies.
