The tournament features teams made up of personnel from Home Guards, Fire Services, Civil Defence, SDRF and local youth. These teams earned their spots by first competing in district-level tournaments. The winning teams at the district level have now advanced to the state-level competition.

The event was inaugurated by Arvind Kumar Parashar, Deputy Director General, Home Guards and Civil Defence Department. A total of eight matches were played on the opening day, including quarterfinal rounds. In the quarterfinals, the SDRF team defeated Kinnaur, while the Second Battalion Shimla emerged victorious against Mandi, securing spots in the semifinals.
