Teachers' body urges state govt to fully implement Employee Bill

The Himachal Pradesh University Teacher’s Association (HPUTA) has supported the Himachal Pradesh Recruitment and Conditions of Service of Government Employee Bill, 2024. The association has demanded the government to fully implement the bill in government and non-government institutions in order to protect those who have been working hard to join the government services.

HPUTA president Dr MS Thakur said, “The association believes that the implementation of the Bill would effectively prevent fraudulent practices related to the acquisition of services previously provided by employees appointed on a temporary or contractual basis.” He said the bill would help in easing the financial burden on general public.

He claimed that some “self-interested elements” engaging in political opposition to this matter were driven by personal motives, despite the fact that the Bill was passed unanimously in the Legislative Assembly with the support of both the ruling party and the opposition.

“Implementation of this Bill will ensure that the hard work and aspirations of future generations are not undermined, and the public is not deceived,” he added.

Additionally, the association also urged the state government to fully implement the 7th Pay Commission, as recommended by the UGC in 2016, which was only partially executed by the previous government. The HPUTA also called for the immediate promotion of teachers eligible for career advancement under the Career Advancement Scheme (CAS) and for the education secretary's notification regarding this matter to be revoked.

Furthermore, the HPUTA has also demanded the government to immediately release pending arrears to employees of the university under the 7th Pay Commission, besides demanding to extend the retirement age of university teachers to 65 from 60.
