A circular issued by the DGP emphasised that the Himachal Pradesh Police upholds a clear policy of respect for every individual, irrespective of rank, financial standing or social background. Any deviation from this, it stated, amounts to indiscipline and tarnishes the image of the state’s highly disciplined police force.
The DGP underlined that rude or inappropriate behaviour is “completely unacceptable” within the Himachal Police. All IPS and HPS officers have been instructed to ensure dignified and respectful conduct toward their junior-ranking colleagues at all times.
The circular further stated that any act of disrespect toward juniors will be treated as misconduct under Rule 3 of the Central Civil Services (Conduct) Rules. Supervisory officers across the force have been told to ensure strict compliance with these directives.
Clarifying its intent, the DGP noted that the circular was not targeted at any individual officer but issued as an administrative measure to reinforce professionalism, discipline and mutual respect within the department.
Sources indicated that the directive follows multiple complaints received by Police Headquarters regarding instances of senior officers allegedly mistreating their subordinates, including junior officers and other staff members. In light of these grievances, the DGP’s office issued the circular to reiterate that courtesy and respect remain central to the ethos of the Himachal Pradesh Police.
