Urban develpoment body must embrace innovation, sustainability: Dharmani

Town and Country Planning Minister Rajesh Dharmani on Thursday emphasised the urgent need for innovation, sustainability and timely execution in urban development projects. Chairing a review meeting of the Himachal Pradesh Urban Development Authority (HIMUDA), the minister called on the agency to adopt modern, technology-driven practices to meet the evolving needs of society.

Dharmani underlined the state government’s commitment to promoting well-planned and eco-friendly urbanisation, adding that this balanced approach would ensure sustainable growth while protecting Himachal Pradesh’s fragile ecological heritage.

“All projects must be completed within fixed timelines, with a clear emphasis on green initiatives,” he stated. To improve efficiency and transparency, Dharmani announced the establishment of an online system for the swift resolution of project-related issues.

Highlighting the role of youth in the state’s development, the minister revealed that the government is actively planning to provide incentives for youth-led initiatives and strengthen the start-up ecosystem. He instructed HIMUDA to explore the possibility of setting up a dedicated start-up fund and promote apprenticeship opportunities to nurture young talent.

Dharmani reiterated HIMUDA’s core mission of delivering affordable and quality housing across Himachal Pradesh. Acknowledging the region’s vulnerability to natural disasters, he stressed the importance of designing and executing projects that prioritise ecological protection. “Only by integrating safety and sustainability can we build public and investor trust in HIMUDA’s initiatives,” he said.

To enhance the appeal of its projects, the minister directed officials to work on theme-based colonies that would offer a unique identity and attract both residents and investors.

Dharmani also reviewed the progress of the Mountain City Project at Jathia Devi, describing it as a major step in decongesting Shimla. He added that the state-of-the-art multi-purpose building coming up in Vikasnagar would soon become one of the most modern architectural landmarks in the city. “Across the state, more projects are being developed with green and eco-friendly designs, which will set a new benchmark for sustainable urban growth,” he added.
