Withdraw new transfer policy, patwaris, kanungos urge Himachal govt

The district Patwari Evam Kanungo Mahasangh today handed over a memorandum addressed to the Chief Minister, to the Deputy Commissioner against the new transfer policy. They also submitted a demand charter highlighting various difficulties being faced by them while performing their duties.

Association president Yuvraj said that a large number of patwaris and kanungos were transferred recently in the state as per the new transfer policy. He alleged that the one-sided transfer policy was not tenable legally. The government should withdraw the policy and instead follow the transfer policy of 2013 to avoid mass transfers in the department, that causes inconvenience to people, he said.

Yuvraj said that people having some work in the Revenue Department could get it done online, but it was being hampered due to a lack of infrastructure in the ‘patwarkhanas’. He added that the ‘patwarkhanas’ and kanungo buildings should be renovated, and equipped with computers, Internet connections and printers.

The president of the association said that the same norms should be followed throughout the state for promotions, and the old pension scheme should be implemented.

He said that a vehicle should be made available at the tehsil office for visiting spots during disasters and emergencies. Besides, he sought a meeting with the district administration at least once a year to resolve grievances and fulfil the demands of patwaris and kanungos.

The patwaris and kanungos would be forced to protest if the government did not pay heed to their demands, Yuvraj added.
